AHMEDABAD: In a major joint operation, the Gujarat Anti-Terrorism Squad (ATS), Central Intelligence Agencies, and the Indian Coast Guard (ICG) intercepted an Iranian dhow in the Arabian Sea near Lakshadweep, seizing over 526 kilograms of high-grade heroin and methamphetamine. Five Pakistani crew members were detained in connection with the haul, which carries an estimated international market value exceeding ₹3,000 crore.
Despite this high-seas success, a critical question confronts law enforcement: Why do local supply chains and distribution networks in major Gujarat cities—such as Ahmedabad, Surat, and Rajkot—manage to stay intact despite frequent multi-crore drug seizures along the coast?
Obstacles in Tracking Local Peddlers and Kingpins
According to security sources and counter-narcotics experts, transnational drug syndicates employ specific operational tactics that insulate ground-level operations when maritime intercepts occur:
1. The Cut-off Cell Model
International drug kingpins structure their supply chains in strict compartments. The Pakistani crew members arrested at sea are typically tasked solely with bringing the cargo to designated GPS coordinates in open waters. They have no knowledge or record of who was supposed to receive the consignment on the mainland, causing the investigative link to break at the point of interception.
2. Immediate Alerts from Border Interceptions
To prevent illicit narcotics from reaching Indian land, agencies prioritize “hot pursuit” and maritime interdictions. However, once a vessel is seized at sea, local handlers and distributors waiting on shore are instantly alerted and abandon their pick-up plans, going into hiding before ground teams can identify them.
3. Gujarat as a Primary Transit Corridor
While local demand exists across cities, multi-hundred-kilogram consignments are rarely intended solely for one state. Due to its 1,600 km coastline and proximity to the “Golden Crescent” smuggling route, Gujarat serves primarily as a transit corridor to forward shipments to larger consumer markets, including Punjab, Delhi, and Maharashtra.
4. Dark Web and Hawala Channels
Communication between local handlers and foreign kingpins is shielded by encrypted messaging platforms (such as Signal and Telegram). Financial transactions are processed through cryptocurrency or illegal Hawala channels, severely obstructing efforts to trace money trails.
Evolving Strategy: Controlled Delivery and Asset Seizures
To overcome these structural hurdles, enforcement agencies are shifting their tactical approach:
- Controlled Deliveries: Tracking shipments to their final destination on land to identify and apprehend the primary local receivers, rather than intercepting immediately at sea.
- Financial Dismantling: Intensifying the attachment and seizure of illegal properties owned by mid-level and local peddlers to break the financial backbone of domestic networks.
The seized Iranian vessel and the five Pakistani nationals have been escorted to Mumbai. Joint interrogations by multiple security agencies are currently underway to trace the local handlers and uncover the intended recipients of the shipment.
